Every row here comes from a regulator's own published list, fetched directly rather than compiled by hand. Where a regulator publishes a licence status, that status is shown in its own words. Where a regulator publishes none, this page says so rather than guessing.
What this count is, and what it is not
These are licence records as each regulator publishes them - not a count of shops you can walk into today. The difference is large and it is not a rounding error: New York lists 2,399 licences as Active, but only 1,915 of those are also recorded as operational, and a further 332 are applications still in process. A single number covering all of that would be wrong in both directions at once, so this page keeps the regulator's own categories apart instead of inventing a tidy total.
Why some jurisdictions show no status
Connecticut, Maryland, New Jersey, Pennsylvania and Vermont publish a list of licensed dispensaries with no status column on it. This page reports that as not published. It does not fill the gap with "active", which would be inventing the one fact a reader of a licence directory is most likely to rely on, and it does not fill it with "closed", which would be worse.
Oregon
3,671 records
2,636 active · 1,035 inactive
Every OLCC cannabis licence, not only retail: producers are the largest group and processors, wholesalers, laboratories and hemp certificates are in the same table. OLCC publishes an expiry flag rather than a status word, so 'active' here means the licence has not expired - not that the business is trading. The address is published as a single combined string and is shown as published rather than split into parts.
2,399 active · 56 inactive · 332 in process · 80 other
of which 1,915 are recorded as operational
Every OCM licence, not only storefronts: cultivation, processing and distribution licences are in the same table as retail. The count is licences, not shops you can visit. OCM publishes an opened-to-public date only for retail types, so a missing date means the column does not apply, never that a shop is shut.
The LCB states on its own download page that these lists "contain possible errors due to a known data transfer issue". That is the regulator's caveat about its own file and it is reproduced here rather than cleaned away. The file also carries applicants alongside issued licences, which is why the status column is shown.
Every licence type, not only retail: cultivators, product manufacturers and delivery operators sit in the same table as retailers and treatment centres. This is a CURRENT-licence list - the Commission publishes revocation and surrender dates as columns, but the rows themselves are the licences in force, so a closed shop is absent rather than listed as closed. The CCC also states the data is self-reported by licensees and disclaims its completeness, accuracy and timeliness.
333 active · 166 inactive · 123 in process · 13 other
All three of the CCB's tabs are read - active, conditional and surrendered or revoked - so closed licences appear rather than being invisible. Every licence type is included, not only retail dispensaries. The CCB uses "Non-Operational" as a licence status of its own for licensed businesses that are not trading; it is shown in those words and counted as neither open nor closed, because it is neither.
The CCB publishes an "Active Licenses Report" - only licences currently in force, so a closed or surrendered licence is absent rather than listed as closed. There is no status column, so no status is shown per row. Every licence type is included: cultivators, manufacturers, wholesalers and testing labs sit alongside retailers.
The CRC publishes this as a web page rather than a data file, and it carries less than any other jurisdiction here: the business, what it is permitted to do, the municipality and a year. There is NO licence number and NO street address - they are absent from the source, not dropped here. No status is published either, and a row covering several municipalities is one operator with several sites, kept as published rather than split into one row per town.
Adult-use only; Maine's medical programme is licensed separately and is not in this file. Stores are the largest category but cultivation, manufacturing and testing licences are in the same list. The source publishes one row per owner or principal rather than per licence - 1,602 rows carrying 427 licences - so it is collapsed to one row per licence here, and the individual owner names it contains are not republished.
No status published by this regulator181 with a published opening date
Medical dispensaries; Pennsylvania has no adult-use retail. The Department of Health publishes NO status column - it publishes the date each facility opened. So no status is shown here, and the opening dates are reported as what they are: a fact about opening, not a live check that the doors are open today. Its licence column is an internal object id, not a state licence number.
MCA's address sheet lists dispensaries only - not the wider licence table - and publishes no status column, so no status is shown for Maryland rather than one being assumed. Statewide: 123 dispensaries across 22 counties, which is why this replaces the older DMV-scoped list that reached only two of them.
DCP publishes the licensed retailers with no status column, so none is shown. The type column distinguishes hybrid retailers (adult-use and medical) from medical-only dispensary facilities.
From this project's own DC licence register, built from ABCA's published dataset. Only the District's rows are used here - that register is scoped to the inner DMV, so its Maryland and Virginia rows would understate those states and are not used. The register itself carries more for DC than this table does (a map, ward breakdown and delivery flags) and is linked from the source line.
These are the jurisdictions whose regulators publish a machine-readable list that was fetched and verified. This is deliberately not a national directory. California, the largest market on this site, publishes no such dataset at all - its licence lookup is a search form with nothing downloadable behind it - so it is absent rather than half-present. The remaining jurisdictions tracked here have not been verified yet and are added as each source is.
