Programme status
Medical only, under Ley 42-2017. Retail dispensary sales have run since about 2016 and the regulator's traceability system holds an eight-year annual sales series behind them — a real market of real size. No figure from that series is quoted on this page, for the two reasons below.
What is not published
- The regulator publishes no sales series of its own. The annual figures exist only inside a 2026 consulting study, whose slide deck carries the vendor's explicit no-circulation, no-quoting, no-reproduction clause.
- The most recent year in that study is annualized rather than actual — the underlying extract stops mid-December — so even with the licence cleared, that year could not be published as an actual.
- The statistics index has not moved since December 2024, so the newest published figures are more than eighteen months old.
- data.pr.gov returns 404 at root, at resource level and at the Socrata catalog, while search engines still return dataset URLs for it.
Why there is no page here
Deferred for v1 on a legal question, not a data one. The V2A licensing clause governing use of the regulator's material is a question for a lawyer, and publishing first and asking afterwards is not how this site handles a licence it has not read. That applies to the figures as much as to the document: none are repeated here.
What would change this
A new JRCM statistics drop, or clearance on the V2A licensing clause.
Why this page exists at all
Every US cannabis jurisdiction gets an entry on this site, including the ones with nothing to chart. A jurisdiction that is simply missing looks like an oversight; a jurisdiction whose absence is stated, sourced and dated is a finding. This site is a record of what governments publish, and that record has to include what they do not.
Nothing on this page is an estimate. Where a figure exists in press coverage, a law-firm summary or budget testimony but not in a published government artifact, it is named as unusable rather than repeated.
