Medical only. Dispensary retail began in 2017. Eight licensees and 34 operational facilities as of December 2025. No adult-use market and none authorised as of August 2026.
What is not published
- No retail sales series — monthly patient statistics and an annual excise figure are the whole public record.
- The single published sales figure comes from a one-off DOH-commissioned economic analysis, not a recurring report.
- health.hawaii.gov returns 403 to some automated clients and 200 to a plain curl user agent, so even the patient PDFs need a deliberate fetch.
Why there is no page here
Patients plus an annual tax total is not a market series. It cannot join the monthly comparison and it cannot carry a page of its own.
Why this page exists at all
Every US cannabis jurisdiction gets an entry on this site, including the ones with nothing to chart. A jurisdiction that is simply missing looks like an oversight; a jurisdiction whose absence is stated, sourced and dated is a finding. This site is a record of what governments publish, and that record has to include what they do not.
Nothing on this page is an estimate. Where a figure exists in press coverage, a law-firm summary or budget testimony but not in a published government artifact, it is named as unusable rather than repeated.
