Guam publishes no usable market series

Programme status

Adult-use legalised April 2019; medical approved by ballot in 2014. Seven years on there is still no licensed retailer — the Board approved Guam's first two establishment licences (both cultivation) in February 2026.

What is not published

  • Zero retail sales and zero excise collections, because no retailer exists.
  • Board minutes are posted as scans with no text layer, roughly four months late.
  • The patient-count figure in circulation comes from press coverage of an unpublished legislative report and is not cited here.

Why there is no page here

A legal market that has not opened has no data, and the figures that circulate about it are secondhand.

What would change this

The first retail licence issued.

Why this page exists at all

Every US cannabis jurisdiction gets an entry on this site, including the ones with nothing to chart. A jurisdiction that is simply missing looks like an oversight; a jurisdiction whose absence is stated, sourced and dated is a finding. This site is a record of what governments publish, and that record has to include what they do not.

Nothing on this page is an estimate. Where a figure exists in press coverage, a law-firm summary or budget testimony but not in a published government artifact, it is named as unusable rather than repeated.
