At a glance
Where the market is heading
Nevada's figure is taxable sales reported by cannabis dispensaries and consumption lounges, and its base is wider than cannabis: the Department's own footnote includes “tangible personal property transferred for value, and all other amounts subject to Sales or Use Tax”. It is not a pure cannabis retail total and is never presented as one.
Taxable sales reported by cannabis establishments
October 2024 is excluded from every series and every total here. The Department states that its accounting period was closed early, and the taxable-sales figure it published is 22.4% below the median of the other 11 months in that fiscal year.
The month label is an accounting period. The Department calls these columns accounting periods and can close one ahead of the month end, which a month of sales cannot be — so this page carries the weaker flag and says so wherever the figure is compared with another state's.
Where the money is
Three buckets, and they are the Department's own: Clark, Washoe, and one aggregate for everything else. All Other Counties is published as a single figure — the individual counties inside it are not broken out anywhere in this file.
Taxable sales by county group
What the state collects
Two taxes at two tiers, and the Department sums them itself. The wholesale excise is charged on the valuation the state sets for the first wholesale transfer and is paid on medical and adult-use alike; the retail excise is charged at the till and is adult-use only.
Cannabis excise tax revenue by month
This is revenue, not liability. These are dollars the Department recorded in an accounting period, not tax owed on that month's sales — which is why the retail excise does not sit at a fixed fraction of the taxable sales beside it. The Department warns about that in its own footnote, and the comparability notes measure the band rather than repeating the warning.
Who is registered
A different agency, a different measurement and a different schedule. These are cardholders on the Division of Public and Behavioral Health's registry — a point-in-time stock, the same measure Maryland publishes, so the two can share an axis. Nothing here is a sales figure and nothing on the sales chart depends on it.
Medical Marijuana Registry, end of month
Why this line starts late and stops early, with two different reasons. Before it starts, the Division's own index links no edition at all. After it stops, the index simply has not been added to. Two months inside the range are missing as well, and those were probed under every filename convention the index itself uses, against a control on the same host that returned a real file — so the holes are the source's, not a broken fetch. The chart draws each of the three as a gap and names which it is.
A registry stock falls. Cards lapse, and holders who once needed one can buy on the adult-use side without it. A decline here is the market working; the pipeline records it as a notice rather than an error for exactly that reason.
Who is licensed
The Cannabis Compliance Board's own monthly list, counted by licence rather than by door. The Board's sheet marks some active licences non-operational, and it covers every tier — cultivation, production, distribution, laboratories and lounges as well as dispensaries — so the total is not a count of shops a customer can walk into.
Cannabis establishment licences, monthly snapshot
Why this line is short. The Board's media index reaches back only as far as its first listed edition; earlier months are not missing from a series, they were never indexed. The chart shows that as a gap with that reason rather than starting the line at a number nobody published.
Dispensaries and licences in Nevada — 333 active, of 635 licence records, from Nevada Cannabis Compliance Board.
Where these figures come from
Sourcing, basis and comparabilityNevada licenses medical and adult-use retail through one Cannabis Compliance Board, and the Department of Taxation publishes the money. Both channels predate the first month this file covers, so no series here starts at a channel opening.

The regulator's own words: Includes sales of adult -use cannabis, medical cannabis, tangible personal property transferred for value, and all other amounts subject to Sales or Use Tax, as reported by licensed cannabis establishments. The monthly totals of Retail Cannabis Excise Tax may not equate to 10% of the Taxable Sales pursuant to NRS 372A.290(3) for various reasons, including, without limitation: 1) Taxable sales include more than retail sales of cannabis or cannabis products; 2) Some taxpayers may have delinquencies in reporting or remittance to the Department.
Why an axis above reads unstated: Full-text sweep of all 5 fiscal-year editions for 'discount', 'net of', 'gross', 'rebate', 'coupon' (the money axis) and 'inclusive', 'exclusive', 'excluding', 'including sales tax', 'before tax', 'after tax', 'net of tax' (the tax axis). Hits: 0 and 0. The only basis prose the Department attaches to these figures is the numbered footnote quoted in source_statement, which states the SCOPE of the base and says nothing about discounts or about whether sales tax sits inside it. An undocumented basis is a gap to be labelled, never filled in with the most likely answer.

The regulator's own words: The row labels state the rates and who pays them: "State Wholesale Cannabis Excise Tax (15% Rate - Adult-Use and Medical)" and "State Retail Cannabis Excise Tax (10% Rate - Adult-Use)". Both rates are read off those labels on every run and never hardcoded.

The regulator's own words: The workbook's Active sheet carries a Key column separating Active from Non-Operational, so a licence on the active list is not necessarily an open door.

Why each marker above says what it says
| Metric | Marker | Why |
|---|---|---|
| Retail sales | Partly comparable | Nevada's figure is taxable sales reported by cannabis dispensaries and consumption lounges, and its base is wider than cannabis: the Department's own footnote includes "tangible personal property transferred for value, and all other amounts subject to Sales or Use Tax". It is not a pure cannabis retail total and is never presented as one. The month label is the Department's accounting period, not a stated month of sale. |
| Medical / adult-use split | Not like-for-like | Nevada publishes no medical/adult-use split of sales. The only channel signal in the file is in the tax rows: the 15% wholesale excise is labelled "Adult-Use and Medical" and the 10% retail excise "Adult-Use". A tax row is not a sales split and is not published as one. |
| Price per gram | Not like-for-like | Nevada publishes no retail price. The only price the state publishes is a Fair Market Value at Wholesale, which the Department uses to levy the wholesale excise rather than to describe a till, and its rate table is an image: the text layer of that PDF carries 0 currency figures. |
| Per capita | Partly comparable | Per capita inherits every flag on the numerator. Nevada's figure is taxable sales reported by cannabis dispensaries and consumption lounges, and its base is wider than cannabis: the Department's own footnote includes "tangible personal property transferred for value, and all other amounts subject to Sales or Use Tax". It is not a pure cannabis retail total and is never presented as one. |
| Patient counts | Partly comparable | A point-in-time stock of active cardholders, the same measure Maryland publishes, so the two share an axis. It falls: over 32 adjacent-month steps it is lower than the month before in 29 and higher in 3. DPBH's newest edition is 2026-02. |
| Licence counts | Partly comparable | A monthly snapshot of licences the CCB lists as active, across 7 licence types and every tier, not a count of open dispensaries: the same sheet marks some active licences non-operational. The index reaches back only to 2025-09. |
| Tax revenue | Partly comparable | Two taxes at two tiers, summed by the Department itself: a 15% excise on the valuation it sets for the first wholesale transfer, paid on medical and adult-use alike, and a 10% retail excise on adult-use only. It is revenue in an accounting period, not liability on a month's sales. |
What is checked on every run 5
| Check | Kind | Last result |
|---|---|---|
| The Department's own wholesale and retail excise rows must sum to its own total row. | identity | 44 of 60 months reconcile exactly and 16 miss by at most $1. That population is the Department's own columns and includes October 2024, which this file excludes from every series and every total. |
| Clark plus Washoe plus All Other Counties must sum to the statewide row, in each of the three families that publish a county split. | identity | In taxable sales, 32 of 60 months reconcile exactly and 28 miss by at most $1. That population is the Department's own columns and includes October 2024, which this file excludes from every series and every total. |
| The Department's own fiscal-year column against the sum of the twelve monthly columns beside it. ANCHORS 2.2: the rows are the series and the roll-up is the check, never the other way round. | identity | 9 of 20 checks are exact; the worst is $3. The one fiscal year containing an excluded month is checked against the source's own twelve columns, not against the eleven this file publishes: $757,714,911 declared against $708,511,500 across the months that remain. |
| The joint CCB and Department of Taxation annual release against the fiscal-year column of the monthly file. A second agency's printing of the same figures is the only independent read of them that exists. | cross source reconciliation | 6 of 6 figures match to the dollar; the largest difference is $0. |
| Whether the sales figure could be decomposed by customer channel. | unchecked | Not cross-checked. Nevada publishes one taxable-sales row covering both channels and no per-channel sales figure anywhere, so there is nothing to decompose it against. Unlike the District's headline, this number is not over-determined - it is checked against its own county split and its own fiscal-year total, and against no independent measurement of the same quantity. |
The regulator's own notes, and what is still open
The regulator's own notes
Includes sales of adult -use cannabis, medical cannabis, tangible personal property transferred for value, and all other amounts subject to Sales or Use Tax, as reported by licensed cannabis establishments.
— Nevada Department of Taxation, Cannabis Tax Revenue, footnote 1
Due to simultaneous updates to Taxation and the Nevada State Controller systems, October 2024 accounting period was closed early in the month of December 2024 rather than the end of the month in order to meet deadlines. A significant amount of October generated revenues to be disbursed in later month.
— Nevada Department of Taxation, Cannabis Tax Revenue FY25, footnote 2, 2024-10
Portions of the 2023 November and December Cannabis Tax revenues not captured within the 2023 November and December accounting periods and were reflected within the January 2024 accounting period. In addition, portions of the 2024 May Cannabis Tax revenues reflected within the 2024 June accounting period.
— Nevada Department of Taxation, NV-Cannabis-Revenue-FY24.pdf, footnote 2
Measured over 60 months, retail excise runs between 2.6% and 15.1% of taxable sales, median 9.5%. The lowest is October 2024, the month the Department says closed early, and the highest is the month after it. — Derived from the Department's own two rows
Open questions on this data
Unresolved definitional questions that gate something. Listed because a question nobody can see is a question nobody closes.
- Is a month column the month the sales occurred, or the accounting period in which the Department captured the return? Closing it needs: Ask the Department of Taxation to state the basis of the month labels in the Cannabis Tax Revenue file.
- What share of the reported base is cannabis, as against the other property the same footnote includes? Closing it needs: Ask the Department whether the return separates cannabis line items from other taxable sales, and request the split if it does.
